For those of us who track policy related to the internet economy, New York is a paradox. Our leaders in Albany talk constantly about unleashing tech economy to grow the middle class. But companies trying to do business here are routinely held back by outdated laws and regulations that protect entrenched special interests at the expense of new or improved technologies and the people who use them.
